Custodial Community Permits – CCPs (within Victoria)
CCPs allow people to leave prison temporarily to go somewhere in Victoria for certain reasons. The laws about CCPs come from Division 3, Part 8 of the Corrections Act 1986 (Vic) – Temporary Absence from Prison.
There are three types of CCPs:
- Corrections Administration Permit
- Rehabilitation and Transition Permit
- Fine Default Permit
CCPs will only be granted where:
- The safety and welfare of you and members of the public has been considered; and
- There are facilities and people available to escort or transport you if needed.

- Corrections Administration Permit
Corrections Administration Permits can be granted for reasons relating to:
- Your health (for example, a private healthcare appointment)
- Administration of justice (for example, if you need to be under police protection due to giving evidence against someone, or you need to attend a restorative justice meeting)
- To visit a person who you have a long-standing personal relationship with, if that person is seriously ill or in ‘acute personal need’
- To go to the funeral of a person you had a long-standing personal relationship with
- To visit another prison
Corrections Administration Permits are usually granted for up to 3 days. They can be longer if more time is needed for:
- The administration of justice, if you are under police protection; or
- Health reasons.
Important: You are still in Corrections custody while you are on this permit.
To apply for a Corrections Administration Permit, you will need to fill out the ‘Corrections Administration Permit Prisoner/Offender Application Form’. You can ask your case worker or unit manager for a copy of the form.
- Rehabilitation and Transition Permit
Rehabilitation and Transition Permits can be granted for reasons relating to:
- Your physical fitness
- Your education
- Doing activities in your transitional activity plan
- Looking for or carrying out work, including unpaid community work
- To take part in a program approved by Corrections that is designed to help with:
- Maintaining family ties
- Your rehabilitation
- Your reintegration into the community
- Your preparation for release
Rehabilitation and Transition Permits can be granted for up to 30 days. They are more likely to be available to people with minimum security classifications, who are at a later stage in their sentence or are doing transitional programs. You can speak to your case worker or a program support worker about whether you might be eligible for a permit.
Important: You are still in Corrections custody while you are on this permit.
- Fine Default Permit
Fine Default Permits can only be given to people who are in custody of Corrections or Victoria Police for failing to pay a fine or instalment under a payment instalment order.
Fine Dault Permits allow people to do community work instead of being in custody and are granted by Corrections Victoria. The permits can be issued for up to the whole term of imprisonment, or the remainder of the person’s term of imprisonment if they are part way through their sentence.
A person who leaves under a Fine Default Permit is no longer in custody.
